News: Sample VBP reports available on QualityNet

As of Wednesday, February 29, hospitals can access their Value-Based Purchasing Simulated Hospital Report via QualityNet, according to a CMS spokesman who walked participants through a sample report earlier this week.
Beginning in Fiscal Year (FY) 2013, CMS will reimburse facility under the new VBP formula which adopts quality performance measures under two “domains”:
- Clinical process, composed of 12 measures (read the list of measures and learn more about the program in the October 2011 edition of the CDI Journal)
- Patient experience, composed of the Hospital Consumer Assessment of Healthcare Providers and Systems survey
Baseline data collection for these measures began in July 2011 and concludes in March 2012. In July, CMS plans to provide eligible hospitals with estimated incentive adjustments for 2013. The “Simulated Dry Run Reports” released Wednesday provides a sample of what facilities can expect at that time.
The VBP represents America’s first national pay-for-performance initiative, an important first step in revamping how the government pays for services, the CMS spokesman said during the call.
Although the VBP program applies to most short-term acute care hospitals paid under the IPPS there are certain qualifications facilities must meet to be considered “eligible” to participate (read more about the qualification on slide 5 of the CMS presentation).
CMS also already began collecting baseline mortality performance data which will be incorporated into the VBP payment plan beginning in 2014. The agency also expects to release important information regarding VBP incentives for FY 2015 within this year’s Inpatient Prospective Payment System (IPPS) proposed rule this summer.
Facilities have 30 days to review their “Simulated Dry Run Reports” and offer feedback and ask questions. CMS will post frequently asked questions about the Dry Run, the National Provider Call, and the simulated reports on http://www.cms.gov/Hospital-Value-Based-Purchasing.
